Private sector companies that sold public arrest information to third parties were subject to the Fair Credit Reporting Act (FCRA) as "resellers" of consumer information, although they were not "credit reporting agencies" under the FCRA, where not-for-profit corporation created by sheriff's associations to facilitate sharing of county jails' information sold companies access to information for purposes of reselling it to third parties. 15 U.S.C.A. §1681e(e)(2).
