A consumer dispute to a creditor or consumer reporting agency need not be placed or made by the consumer but can be provided by any other person or entity at the consumer's request or direction, or upon the third party's own notice. Pinner v. Schmidt, 805 F.2d 1258 (5th Cir. 1986).

Can this be done by phone, or does it have to be done by mail

You can but it is preferable to have your disputes documented. Allowing the bureaus to argue lack of proof is dangerous.
